Non EU (3rd Country) Nationals – Global Residence Programme

The Global Residence Programme is available for non EU, non-EEA and non-Swiss nationals only.

Persons under this programme will benefit from flat rate of personal income tax of 15% on a remittance basis. Foreign income is taxed in Malta at a flat rate of 15% only if remitted to Malta. There is no tax charged on capital gains arising outside Malta even if remitted to Malta. Income arising in Malta is taxable at a flat rate of 35%. This is subject to a minimum tax payable of €15000 per annum per applicant irrespective of the number of dependents.

Applicants are not allowed to stay for an aggregate of more than 183 days in another jurisdiction in any calendar year.

Applicants have to buy or rent property which satisfy one of the following criteria:

• Property purchased in the island of Malta must have a minimum value of €275,000;

• Property purchased in the island of Gozo or in the South of Malta must have a minimum value of €220,000;

• In the case of rented property, the property must have a minimum annual rental value of €9,600 (or €800 a month) in Malta and €8,750 (or €730 a month) in Gozo or in the South of Malta;

• Applicants must also take out an all-risks medical insurance and will not be entitled to the use of Malta’s free healthcare system.

Definition of Dependents

These are children of the applicant up to the age of 25 together with direct relatives in the ascending line . Certain employees are also provided for including carers, butlers, personal drivers and other domestic staff in the employment of the applicant for the preceding two years.

There is an non refundable application fee of €6000 and €5500 if the qualifying property is in Gozo or the south of Malta.

Beneficiaries of this programme must keep on satisfying all the conditions of this programme and evidence of compliance must be provided annually through an Authorised Registered Mandatory
